The aim of this paper is to provide some thoughts for the agenda of foreign investors who are considering the opportunities in the oil and gas industries of the former USSR, and the impact that such investments may have over the next several years. The theme of the paper evolved from conversations which revealed that - despite the availability of large amounts of data and analytical materials from a range of studies from academics, multilateral lending agencies and consultants - those in the corporate sector responsible for Russia and other CIS countries remain profoundly uncertain as to how to advise their top management on the potential risks and rewards of oil and gas investment opportunities in the region.
